Reselling Microsoft OS Key's

I have a butt load of 98, ME and XP home and pro keys. Can you resell
them if by keeping paperwork, you can prove the original system has
been scrapped for parts and by keeping the surface the key number is on
holding the original certificate.

No. The only way to sell a Product Key is to include
the original installation CD, COA, and original license
documentation.

If they are OEM, no, not unless they are sold with the original computer.
Normally OEM are permanently tied to the original computer and can not be
transferred to another computer regardless the condition of the original
computer.
That is one of the many reasons you paid less for OEM than retail.

If they are retail, as long as you provide the buyer the original Product
Key and original CD, you should be OK to sell.

No. Only resell them if you include the original MS CD.

Retail licenses, yes. Oem licenses, no. OEM licenses live and die
with the very first computer with which they purchased and/or on which
they were first installed. Once installed, OEM licenses are not
legitimately transferable to any other computer, ever, under any
circumstances.
