Request delivery receipt doesn't work

Does anyone have any idea why this feature suddenly stopped working on my
Outlook 2003? The box is checked...but it will not return a delivery receipt.
I've checked the junk mail and spam mail folders to see if it's being
returned there by accident. The "request read receipt" works.
 
Bob,
1. The person receiving the message, may have blocked this from happening,
in her/his mail program.
2. The person receiving the message, ISP, may have blocked this from
happening, due to new software changes/upgrades on the Mail Servers.
3. Your ISP, may have blocked this from happening, due to new software
changes/upgrades on the Mail Servers.
