Is there a free program that can check my IE Favorites and FX Bookmarks
to see if any of the URLs are invalid or broken?

Xenu, if you put them on a web server.

IE Favs are not stored in html, so it does not help putting them on a
server.
And Xenu also can handle local html files, so this could be an option
for
Moz/Firefox bookmarks. But I would prefer AM-Deadlink...
