Replys all are in Plain text verus HTML

When I hit a reply to an email in Outlook, it comes up in plain text versus rich text or Html format Even though I have set the "Compose in HTML " set in the tool options etc.

Any ideas?

Is the message to which you are replying in Plane Text?
 
the message I am replying to is in plane text.. does that mean that I have
to reply in text...??

Yes, by default. When someone sends you a message in plain text, chances are
that they do not want to have to deal with HTML.

Outlook always uses the format of the original for the reply. If the
message to which you're replying is in Plain Text, then so will your reply
be unless you specifically reformat with Format>HTML.
