I have 3 email accounts. When sending a new message the default account
setting works fine. However, when sending reply or forwarding it won't adopt
the default account setting and I have to change it every time before hitting
the send key.

That's correct. By default, Outlook uses the account that the message is
sent to as the account to use for the reply.
