When I reply to a message in Outlook 2003 and then click "send" the message
shows up in the outbox but is not sent, even after hitting "send/recieve".

What sort of account(s) do you have? What happens when you click
"send/receive"? Any error messages?

I think I have solved the problem. It is apparently caused by Norton
Internet Security 05. I tried Dick Lincolns fix from 1/3 and checked the
"send immediately when connected" box in Tools>Options>mail setup (tab) and
that fixed the problem without having to disable any of Nortons features
(Email scan, Antispam). I am running Outlook 2003 with a single POP/SMTP
account. Never recieved any error messages, when replying to a message the
message would just sit in the outbox (not italicized). Seems to work fine
now.

Well, if you solved the problem by just checking "send immediately", I
doubt that Norton had anything to do with the problem...
