reply format is plain text

When replying to or forwarding a message in outlook 2002,
it keeps defaulting to "plain Text" eventhough the
original message is not in plain text, but html. is there
a way to change it to default to HTML

Yes. "Tools">"Options...". Select the "Mail Format" tab and select "HTML"
in the "Compose in this format" box.
