replmon errors

can anyone tell me why i'm getting these errors when i run replmon.
it seems that this particular DC has problems replicating with server
called HOIKE and the reason is access is denied. is there some kind
of permission error? where should i look to fix?

You probably want to start with DCDIAG and NETDIAG tools to see what they
report. Can you post back the results?

well, dcdiag reported similar access denied errors so it wasn't any help.
i was able to resolve this though. i referred to the following:
