Replicate directory structure to set level; find empty directories

Looking for a freeware program to replicate a directory structure down
to as many subdirectories levels as specified. Also, is there an easy
way to find empty directories. Thanks.

TrackerV3 can do a tree, can't specify the level IIRC

TreeCopy is another, don't recall if you can specify level or not.

You can do the latter with FoldersReport ;
