I am replacing a full retail version of Windows XP Home with XP Pro (not
upgrading).
Will I be able to install & activate the XP Home on my mom' s PC with a call
to Microsoft ?

Yes, and you won't even need to call if it's been >120 days since you
first installed it on your own computer.
