Repeated reboots at startup

Using an ethernet connection a Windows XP Home machine is
quite happy with a cable-modem broadband connection, but
using USB connection the pc keeps rebooting if the USB
cable modem is connected at startup.

Sometimes it auto-reboots before offering the profile list,
other times it offers the profile list and rebnoots itself
immediately after the profile is selected (no password on
profile and account is a computer administrator).

Unplug the USB cable from the pc and it will start up
happily. Then plug the USB cable in once the desktop is
displayed and the broadband connection works fine.

What do I need to do to avoid this unplug-replug routine
every time the computer is booted?

Some cable modems work best with a non-USB connection.
You may wish to forego using the USB connection and use
the ethernet connection.
