repair windos installer

I am having a problem with my windows installer. I get error 1607 unable to
install.
Can not install new software because windows installer is not working. How
can I repair windows installer?
 
You may receive a "1607:Unable to install InstallShield Scripting runtime"
error message when you try to install software in Windows XP
