repair registry won't finish booting

I need to know how to repair the registry when it won't
finish booting. Gets to the dos screen where you choose
safe mode but no matter which choice you make it just
reboots. I tried booting to the xp cd and choosing r for
repair. I tried several things in the repair console.
Nothing seems to help. I am about to do a clean install
but I would like to know if there is anyway to get around
this. Thanks
