I have a file C:\windows.sys32\shell.32.dll, Manafest is missing or corrupt.
can I do a repair install with my OEM disks or do I need a retail version of
XP Home which I do have. If I can do it with my OEM disks how do you do it
with them? Also with the retail version how would I do it? I never did this
before and don't know how to do it.
Any help would be greatly appreciated.

You need to do the repair with the same version that is on the PC.
Retail, OEM, full, upgrade, and so on.

Repair install instructions:
http://michaelstevenstech.com/XPrepairinstall.htm

The disk used for the Repair Install must be from the same edition
(Home, Pro, Media Center, Tablet PC) as the installed Windows and must
(or at least should) be at the same Service Pack level. So if your
installed OEM Windows XP has been upgraded to Service Pack 2 and if
your OEM install CD is for Service Pack 1 or the Original Release
version then you will need to make a new installation CD with Service
Pack 2 slipstreamed into it.

Good luck
