repair folder question

I have 2 folders inside this folder with dates back from January 2007,I was
wondering can I delete them?

Are you talking about the folder c:\Windows\Repair? If so then you can
delete anything in there if you wish. All files in this folder are registry
backup files and are only used in case you have a corrupted registry.
However, the older these files are, the less useful they are. I consider a
registry backup file largely useless if it is more than two years old.
 
Now if I delete them how does a newer backup for a corrupt registry get
created?

Only if you create it yourself. However, there is little point in doing
this - the System Restore function will create its own registry backups and
a lot of other things too.
