Reopening Outlook

Check if there is a remnant outlook.exe process listed in Task Manager
that is still loaded after you supposedly exited Outlook. While some
add-ins can delay Outlook unloading because they run when you try to
exit, like the Personal Folders Backup utility, or they crash and hang
(and hang Outlook with them), Outlook can screw up all on its own on
exiting. It's an old bug that Microsoft never fixes. Same can occur
for Word, especially if you use it as Outlook's e-mail editor, so check
if there is a winword.exe process still hanging around after you have
exited MS Word. Sometimes you'll see outlook.exe still loaded in memory
long, long after you exited it. Kill it in Task Manager and see if it
then loads again okay.
 
It was still running so I hit end task. The first time it
blamed it on an ICQ add in. Next, Business Contact. Next
Backup Action. After that, it loaded but would not
respond. I have not tried rebooting but it always works
after reboot and wants to go into safe

If it loads okay in its safe mode then the problem is probably with your
add-ons. In safe mode, none of the add-ons get loaded. In normal mode,
Outlook loads and then has to load all the add-ons before it can be
used, and on exiting Outlook has to unload all the add-ons before it can
unload. So an add-on that is screwing up can hang or crash Outlook on
load or exit. Try disabling or uninstalling the add-ons to see if
Outlook returns to normal operation.
