Renewing IP Address

My computer seems to be working fine with the network most of the time, but
every now and then I can't get through to the rest of the network. And when
it does work, it is incredibly slow. Down in the corner there is a yellow
triangle with an exclamation that says limited connectivity. When I right
click and click repair, it says it cannot renew my IP address, but I can go
to network connections and it tells me that my IP address is 129.254.43.230
Even with my firewall off and all my security settings off, it still does the
same thing. How do I fix it?

Windows XP Home edition
AMD Sempron 3500+
512mb Ram
60gb hard drive.
 
Where does the 129.254.43.230 come from? From your ISP? what about another computers' IP addresses?

Is that maybe 169.254.43.230? That's an APIPA address. If you get a proper
address (so the computer seems to be working fine with the network) most of the
time, but sometimes get an APIPA address, you have either an intermittent
connectivity problem, or the DHCP server on your network has an intermittent
problem.

What do you do to workaround the problem? Is there any pattern when this
happens?
