Renaming multiple files in a batch process...

This is a query related to Windows Explorer

I would like to know how can I rename to append or prefix a text string to a file name for a lot of files? I have over 2000 files which I have to prefix the text string "Tender" to them, then append "Issue 01"

Is there a way I could batch process this function, rather than repeatively go through each one? I remember I could do this in the old DOS format, but how can I do this with Windows Explorer? Is there any 3rd Party software that could help me do this
