I had to replace my hard drive. When I reinstalled my xp home it named my new
hard drive H: My question, can I rename it C: or would this cause problems.

No...because the Windows Registry has identified it as the
system drive and the source for all of the system drives.
Windows Registry does not re-letter its entries when the
drive letter is changed. Nor is it permissible to change the
drive letter of the system drive whilst in Windows.

It's not a matter of causing problems. You can't do it because it's not
possible. You can change the drive letter of any drive but the one Windows
is installed on.
