Removing XP

I am trying to remove XP and put 98 back on my hard
drive. I have reformatted my C: but when the 98 set-up
disk runs, and checkdisk runs (everything OK) its faults
out with "Standard Mode : Fault Outside of MS-DOS
Extender" and will not install 98. What do I need to
do????

1. Delete the Windows XP partition.
2. Create a new partition.
3. Format the new partition FAT32.
4. Install your desired Operating System.

I have done this several times, and I still get a Fault
code "Outside MS-Dos Extender." The partition is Fat 32.
It will not go thru set-up without stopping for this
fault. I am lost. Help!!!!
