I would really like to know how to get rid of these worthless (to
me) folders and files in the Program Files folder. They are just
clutter and annoy the heck out of me!

Messenger (already turned off)
Microsoft FrontPage
Movie Maker
MSN Gaming Zone
Netmeeting
Xerox

I've already been into the sysoc.inf file and un-hid them in the
add/remove Windows component window. Also been into Services and
disabled them all there. I've been into the %windows%\system and
system32 folders and deleted the backup files from Windows, from
Safe Mode and from a command prompt inside of Safe Mode! All to no
avail.

Any ideas, help, would be mucho appreciated. Thanks.

If you insist and if you really know what you're doing then
you can do this:
1. Create a folder called C:\Junk.
2. Move the unwanted folders into C:\Junk.
3. Wait a week.
4. If all is well, delete C:\Junk.
5. Empty the Recycle Bin.

To remove Messenger, Netmeeting and MSN Gaming Zone:

Open Control Panel, Add/Remove Programs, click the Add/Remove Windows
components button in the left pane. Deselect "Windows Messenger" from
the bottom of the list. (You might deselect MSN Explorer too unless you
use that browser.) Locate Accessories at the top of the list,
double-click, do the same with Games, deselect "Z Internet Games", close
the applet.

All the others should be in the Control Panel, Add/Remove Programs,
though I don't have them to verify this.

Already done that. They have all been un-installed or shut down in
Services. The problem I am having is trying to remove the leftover
folders and files in Program Files that will not let themselves be
deleted! I can delete the files, but they return within seconds. And
the directory that they reside in, Windows will not let me delete,
remove, rename, cut or anything else to them. I just want them out
of my Program Files folder.

That doesn't work, either. I've been into SafeMode and while there
tried using the command prompt to delete these puppies, and no joy!
I did manage to remove the files in the Netmeeting folder, but can't
seem to remove the folder itself.

The content is protected by Windows File Protection. When a monitored
file/folder is removed/renamed/deleted WFP calls System File Checker &
it replaces the altered content from one of several source points. The only
way to remove monitored components and keep them off the system is to
disable SFC. See the following MS document ( Scroll to the bottom of the
document ):
