removing programs

I have discovered two programs that I never downloaded in my computer and when I try to remove them it does not let me and it says the only way is to download the uninstall program into my hard drive and then follow certain protocols and it will be removed.The two programs in question are:Interstitial Ad delivery by n-CASE and PAD lookups by n-CASE
Has anyone ever encountered this?? I would like to know if you did run into this problem if you were successful without causing any harm to your computer
If no one has then would you recommend that I follow their demand or would it be risky to download the uninstall program into my hard drive

once you remove them, lock the folder by removing
permission to write to everyone, including yourself and
system. The program will not re-install if you do this.
Can really confuse things if you do it to macromedia's
flash player, as IE really wants to play those ads at you.
I think macromedia pays M$ or something, because no other
activex causes so many problems.
