Removing PCI hardware- best practice?

I want to remove my PCI soft modem from my system (XP-home). It will be
replaced. I know that I need to remove the driver files, remove the device
in Device Manager (in safe mode), remove the device from the computer
(system off), delete the device folder in "Program Files", and remove the
entry under "Add/Remove Programs".
The question is: what is the best order to do this the easiest way and
without stranding files that could interfere with the new modem?

1) Add/remove

2) Power down PC.

3) remove hardware.

4) Delete any files left behind by the uninstall.

It is unlikely that any remaining files will interfere with you
replacement.

Nope.Wrong order.
Soft modem.
Normal windows/Add Remove Programs/Remove modem software.
Shutdown.
Pull modem card.
Re-boot to normal Windows.
Shutdown,
Re-boot to Safemode/Device Manger and check for dead entries as per,

Thanks Shep. This is why I look before I upgrade.
I had an inkling that because this is a software modem it would be more
complicated than replacing a sound card.

Just curious: Why the reboot to normal windows before the safe mode/device
manager removals?

New subject: With other hardware replacements I've always left the hardware
in, safe mode, removed the drivers then the device in DM, shut down, then
pulled the card and rebooted and cleaned up. Not Good? (for standard
hardware).

A follow up.
I uninstalled the old modem this morning. The add/remove - remove card -
reboot procedure did most of all the work. There was nothing left to do in
safe mode but delete the modem folder in windows explorer (but good to
check). The registry check did find one orphaned key, winachsf in
HKLM\system\CurrentControlSet\Services. Can't decide whether to delete the
whole folder or not.

Thanks again to both for the advice. The new modem is installed and working
fine (obviously) and the whole procedure took only 15 minutes.
