Removing a program

In control panel/ add or remove programs, there is one thats called
"Toolbar-my toolbar". I believe its a program that's highjacked my system. I
tried deleting it but nothing happens.
I ran search and it shows it in C:windows. I was able to delete from there
but its still in control panel/ add or remove programs.
Any suggestions.
