Removing a domain when there is a DC listed that no longer exists

I have a domain I wish to remove. There is another domain
controller in the domain that no longer exists. It was
added to the domain before I started here and have no idea
where it is.

I want to remove the domain, when I say its the last
domain controller using dcpromo it errors saying it is not
the last domain controller in the domain.

When I do not check that box it tries to contact the other
domain controller and fails.

How can I remove the domain controller from the domain, or
demote the server that up and running to a member server?

Any advice would be helpful.

Run a metadata cleanup on Active Directory from a functioning domain
controller to remove any entries that refer to the mystery DC.
