It's part of Vista and very hard to remove without removing the
rest of Vista also.

You can click on Tools, then Accounts. For each account,
click on the account, then Remove, then any approvals
needed. After the last account is removed, click on Close.
This keeps it from doing much of anything if you accidentally
start it.

You can then delete any shortcuts pointing to it and make
it harder to start.
 
As Windows Mail is part of the Vista operating system it can't be
uninstalled. It can't even be turned off via the 'turn windows features on
or off' option.

You can't, as it's part of the OS.
If you don't want to use it, remove all accounts from it.
