Remove programs from startup

How do I avoid having a program start, on startup? The one I'm referring to
is ICQ-- I want to start it if I need it.
When I check START> STARTUP it is not listed there.
In other words, how to add / remove programs from startup.
 
start > cmd > msconfig (under startup tab)
the best practice is to always check the program itself to
disable it from startup from its options.
Once you reboot you will see a box, click the do not show
this and then ok.
 
Hit the start icon lower left find "run" (right side column) enter
msconfig,
look for the startup tab on the right side,
uncheck program(s)
