When I go to "turn off computer" / "turn off" as the computer is shutting
down a picture my son used as a background pops on for 5 to 8 seconds while
the computer is shutting down. These picture was deleted months ago. How can
I stop or delete this picture? It's realy bugging me.

Open Regedit and navigate to:

HKEY_USERS\.DEFAULT\Control Panel\Desktop

In the right-pane, double-click Wallpaper and assign a blank value to it.

-or-

Download the utility at the bottom of the page and then click "Remove Logon Screen wallpaper"
