I have two computers (both running XP home) connected through a router
and would like to be able to shut down one of them remotely. Any
suggestions?

XP comes with shutdown.exe. From a command prompt try running
"shutdown.exe /?". You can run it with "-m \\computername" to shutdown a
remote machine.
