Remote shutdown on Home Edition

I can remote shutdown a XP Pro machine from a XP Home
machine, but i cannot remote shutdown a XP Home machine
from a XP Pro machine.

And it seems that anyone on a peer to peer network on the
same subnet can shutdown anyone's machine, with whatever
user credentials, so long as they know the ip address.

Is there a service that can disable this?

But i have seen a Home Edition machine been remote
shutdown, how is this possible?

Sean,

one possible way is the psshutdown utility from
www.sysinternals.com. I use it all the time, and it seems to be
more reliable than some others.
