What is the best way to determine if a remote server is available?

HTTP server.
Mail Server

Request any page from the HTTP server.

Connect to the SMTP server. Maybe even attempt to send an email.

Thank you both for getting me "off the dime" and pointed in the right
direction.

I have been playing with Ping for the last few hours and it seems to do
everything that I need.

Is it safe to assume that all HTTP servers will respond to a Ping? Windows?
Unix?

No, it's not, the only sure way to know if a service (server) is available, is by connecting
to it's service port(s).

I took your advice and testing the connection to port 80 on each server.
