When i connect my new Dell To the Internet using a
standard dial up connection i can browse the internet for
about 3 minutes before i receive a pop up message that
says, Your Computer will now be shut down in 60 seconds
because the Remote Procedure Call Service stopped
unexpectedly. Can some please help me with this. Thanks.

You likely have the blaster virus. See

You must keep your windows updated with critical windows updates and you
should run an antivirus program at all times.
 
i'm assuming your rpc problem is now solved. if not,
enable you xp firewall before trying to access
microsoft's site. This will keep the blaster worm at bay
until you have downloaded and installed the fix. All the
best.
