Remote Assistance - Offer Assistance

Can someone tell me why I cannot see the mouse pointer on my screen move when
the person I am helping is moving the mouse they are moving and vice versa?

Can you try that again in English? And be more specific?
 
While using XP's 'Offer Assistance', as the 'Helper' while in the 'Take
Control' or the 'Screen View Only' mode, I can not see the mouse cursor move
on my screen when the user on the remote computer is moving their mouse.
This also happens while using 'Remote Assistance'.

It would be nice to see the actions replicated by the user by viewing the
movements of their mouse so that I can follow the exact steps they are taking
with their mouse.

I did a bit of looking, and I can't find any references to your issue.
It seems it's a "feature". The only thing I've been able to come up
with is to use a different Remote Assistance program.
 
Which he can do by typing conf in Start Run. It's called Shared Desktop in this program.
