I am not using Remote Assistance here but I remember seeing some release
notes on the component...
Here we go: "Remote assistance is not enabled by default. The
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Remote
Desktop\Policies\fAllowToGetHelp registry value that enables Remote
Assistance is overwritten by the Terminal Services core component during
while First Boot Agent (FBA) is running. To enable Remote Assistance, you
must manually set the HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Remote
Desktop\Policies\fAllowToGetHelp registry value to 1 using the Target
Designer tool prior to building your run-time image."
