Reminder not popping up

I have just switched over to Outlook 2003 from XP and found that my reminder pop ups are not coming up over the top of other Office programs the way they use to in Outlook XP. if i'm working in Outlook at the time a reminder is due it pops up on the screen fine. However in when working in another program it pops up underneath the active program and you miss the reminder unless you hear the chime. Is this the way it is meant to work in Outlook 2003?
