Relpy, Reply to, and Forward buttons are Greyed out

I have a client that is using Outlook 2007. When he opens outlook, his Reply,
Reply to, and Forward buttons are greyed out. Can you tell me how to fix this.

1) Trial version that has not been activated or has expired?

2) New retail copy that has not been activated?
