Relaying denied. IP name possibly forged

I am trying to help out a friend who is getting the error below on outgoing
E-mails in OutLook Express.

The history of the problem is somewhat unclear as he has been struggling for
2 weeks to be able to browse and send/receive E-mail. He is not quite sure
what exactly he did to fix part of the problem, but browsing and receiving
E-mail now work but sending does not. He has deleted McAfee Firewall (not
sure when) and has read somewhere that not following a very specific
procedure can cause problems.

I realize that the above is vague, but it is best that he can provide.

The error message follows .. thank you in advance.

Protocol: SMTP, Server Response: '550 5.7.1
<[email protected]>... Relaying denied. IP name possibly forged
[203.67.146.147]', Port: 25, Secure(SSL): No, Server Error: 550, Error
Number: 0x800CCC79
 
The IP address is probably on a "black list" for transgressions in the past.
He needs to talk with his ISP to solve this problem.
 
Is it possible he has his email set to send via an SMTP server other than
the ISP he's actually connected to?

He, personally, has never spammed.
If the IP is blocked it is because someone has spoofed it.
Is there one place on the net where I can test the IP blocking or does each
ISP use many sources?

We did some more digging.

All the settings in OutLook Express and Internet Explorer look correct
except:
In Internet Explorer Tools / Internet Options / Connections / LAN Settings
he has 'automatically detect settings' check marked.
Unchecking, closing I.E. and restarting E-mail did not help.
We also clear the Outbox between tests.

Some other strange (I thought anyway) items in the IpConfig /all:
The connection-specific DNS suffix is blank
The DNS server is 192.168.1.1

He checked that the XP PRO Internet Firewall is off.

He had (and deinstalled) McAfee Firewall and Kazaa Lite.

Definitely need to fix the DNS.

Right click My Network Places, select Properties. In the Connection Uses
Following Item list, double click TCP/IP
If he uses Automatic IP, then selecting Automatic DNS ought to work. More
likely, select Use the Following DNS Servers and fill in the correct IP
addresses

He tried the automatic method and entering the 2 DNS servers that we found
on the net.
He can browse but still his E-mails (except to himself) bounce.
