Reinstalling Windows

I was trying to boot up my other computer and i got an error message saying
something about a file it needed to start windows couldnt be found and that i
should try to reinstall windows. I have the disk to install it but i have no
idea how to do it since the computer wont even start up.

Set your computer BIOS to boot from the CD (if it's not already set
that way)

Insert the CD, turn your computer on .....
 
How to Perform a Windows XP Repair Install

I don't want a repair install, I want a clean install, as though I was
going to a new computer.

The way software gets installed these days makes me scared to buy a
new computer. I have software that I downloaded, tried, purchased,
upgraded, purchased again (with new serial number), then decided not
to upgrade again. The old downloads are no longer available. I want
to transfer my existing programs, complete with registry settings, to
my new computer.
