If someone brings me a computer to fix, and I find that it needs
windows reinstalled or repaired, but they've misplace the original
disks, under the EULA, am I allowed to install from a different disk
that has the same version on it? And if so, will the code on license
sticker on their box work?

The answer is yes to both. However, one needs to be very precise in
how to re-install Windows XP. There are OEM versions and then there
are other OEM versions. Just make sure that downstream problems are
not being generated for the user, namely WGA ones.
