Reinstalled Windows XP wont activate

Because of problems with my OEM copy of Windows XP I have re-installed it,
but it wont let me logon until it is activated, and the activation screen
just flashes on the screen for a second and then logs me out the user. I
can access the machine via safe mode and command prompt to start windows
explorer, control panel etc, but this will not allow me to select activate
windows in that mode. Any ideas on what to remove, which will allow windows
to reload.

This is incorrect behavior for sure. Is the OEM CD you
have a factory restore CD? If so, and you don't have
anything on there that is important, I would format the
drive and start fresh that way. You should be able to do
this from the restore CD but you have to be sure to
completely wipe the machine away first.
Once that reinstallation is done you should be fine. If
you are not, however, and you have the same issue, there
is something more going on here.
I have seen Microsoft Activation bounce back a PC because
there were more than 4 changes in hardware and you had to
reactivate each time. This is generally not an OEM
version though.
