Reinstalled now CAN NOT open Program Files access denied even as a

I upgraded the hardware of my computer, after doing so windows would not run.
I attempted to recover/repair/tweek some files to no avail
In the end I was forced to reinstall windows xp pro over the top of the
existing copy (in hope of saving the contents of the "program files" so I
could access emails saved there, games and programs
This seemed to solve my problems until I attempted to open program files.
Now I am getting "Permission denied"
When I install a program into program files it runs fine, can even open it
by "find target" in properties on a shortcut. Just can not open the program
files folder itself
This is unimaginably annoying and getting to the point where I may have to
reformat and lost EVERYTHING
Any suggestions on getting around this would be great
(before u say it, i tried logging in as admin and it still wont let me)
