Ask the vendor if your system contains a special recovery partition from
which to reinstall Windows. Such a partition typically erases your hard disk
and re-installs all the software that came with your system, but your system
vendor may have made it possible to reinstall only Windows.

If there is no recovery partition, you'll need to purchase a copy of Windows
XP.
 
Depends on what you mean by "without a disc" If you have a copy or a
slipstream install stored somewhere then the answer is yes.
