REGSVR32 SHIMGVW.DLL - What does this do?

I've seen a couple of references to command line fixes like the following:
II. Click on Start, click on Run and type the following in the
textbox: REGSVR32 SHIMGVW.DLL and press Enter

I understand that they are resetting something but can someone please
explain what they do in detail.
