Registy Permissions

Hi all. I need help.
I'm trying to stop users from ever changing there desktop
wallpaper. easy yes. !NO! i have the Registy keys for all
the way to stop it. The only problem is they are all
held within the currewnt user. now the only way i know to
set this is to log on as them and insert the registy. but
that don't work. access Denid. So i change the permissons
on that hold and carried them though and still no joy.
I want to make an install program so it works on any
computer.

One key is:
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersi
on\Policies\ActiveDesktop]
"NoChangingWallpaper"=dword:00000001

Is there somwhere to set it as default for everyone.
(Tried .default in HKEY_Users)

Since you are trying to do this via the registry rather
than a GPO that is applied to all users of the machine
should I assume that you have not Active Directory ?
If so, just set the policy in the Local Security Policy
(or apply via template if multiple machines) and it
will have force over all local accounts on the machine.
