Registry values reset on reboot

The registry value HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\lanmanworkstation\parameters\enablecleartextpassword appears to get modified on each reboot. We use this value to get access to a storage archive

On W2K, if I set this variable to 1, all the control sets have their values changed to 1 on reboot and the current control set stays as 1
On XP, if I do the same thing, I get different results on each reboot

What is the equivalent mechanism for setting these values in XP and making them stay across reboots
I need a way to ensure that once the value is set, it stays set across reboots

Is there perhaps a different registry value for XP? For NT, we used HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Rdr\Parameters to accomplish the same thing
