I want to be able to pre-set registry settings before I
install Win XP. Is this possible? For instance, lets say
you hate that intelligent menus junk just as much as I do,
so you wish it to be disabled any time you install XP. Is
there a way to create an automatic modification or setup
so I can change the intelligent menus property?

The jargon calls it an "unattended" installation, but if you are doing a
one-off install, it saves time to just make your customizations after
you install.

However, some prep work may be called for. If you want to customize all
your accounts the same way, there are some changes you can make to the
default user account that is used to create new accounts. You can
prepare registry files (.reg) to customize the Default User account
prior to creating new accounts. www.winguides.com has a lot of
information on customizing accounts using registry settings. You can
disable intellimenus, for example.
