registry files where they are on C drive

I can log into my w2003 server (hosted elsewhere)
only in Windows rescue mode off the network
which means Regedit displays that other OS settings (X drive)

Can I bring up main registry somehow
as if I booted normally

You would need to find and remove whatever restrictions are preventing
access to regedit which typically are Group Policy settings or registry
settings acting like Group Policy settings. If you can load the registry
hive of the server operating system from whatever registry access you have
to it now you should be able to make changes and then unload the registry
hive when done.
