Registry editing policy restriction

In windows 2000 I have locked down the registry editing
tool in the policy restrictions and users are able to take
a pre-configured registry editing icon and use it from
their desktops to enter a change that they need. In
windows XP I have the same restriction however now the
users can no longer use the exported registry editing icon
to make the needed changes in the registry. What is
different between the 2 systems that it will not allow
this? Also can anyone tell me how I can lock down the
registry editing tool on Windows XP and still allow the
use of an exported registry icon?
 
Use a VB Script to make the changes, rather than a REG File. I don't know
why Win2K would have allowed REG files, and XP won't. Unless they just
tightened up that feature a bit.
