registry editiing has been disabled?

When i try to download a program called DFX Sound enhancing for Musicmatch Jukebox i get a window at installation point which says Registry editing has been disabled by your administrator. I have checked with telstra bigpond -- not there issue. I do not experience the problem at other downloads. Have attempted to download the program numerous times.

Searched this database for the same problem/solution. I am also locked out of my registry although I am the admin. I have tried the Doug Knox fix but have had no success. I have tried it at least a dozen times, also tried in safe mode, still nothing. Does anyone have another idea besides recovering/reformatting this pooter?
