Registry Edit Disable

Running XP Home Edition. When trying to install program
I get message stating "Your Administrator has disabled
registry editing." Well, I am the administrator. I
think I must have an unknown intruder. I can't even run
an updated virus scan as it gives the same above message.
Help!!!

See www.dougknox.com, Security, Disable/Enable Registry Editing Tools. If
the first time you run the script, it says "disabled", run it again.
